Aéroport de Québec Inc. wishes to inform you of upcoming changes to the customer pick-up process at Québec City Jean Lesage International Airport (YQB) in the fall of 2024 and in the winter 2025.

Upcoming changes

Starting in October 2024, work will be done near the taxi pool exit to install an access control system for the customer pick-up area.

The following will be installed:

  • A gate controlling access to the pick-up area
  • An identification kiosk next to the gate
  • A bypass lane in front of the gate

Following the installation of this access control system, each taxi driver will need to apply for a TAXIS YQB permit to gain access to the YQB pick-up area. In addition, each taxi driver will be charged a pick-up fee of $3.75 per trip through the gate, plus taxes.

An access card will be issued once the taxi driver has obtained a TAXIS YQB permit. The card will allow the driver to lift the gate when it is presented at the kiosk.  

Detailed information on how to apply for your TAXIS YQB permit and obtain your access card will be provided in the coming months.

Gradual Changes

Changes to the customer pick-up process will be phased gradually.

PHASE 1 Start of construction The work to prepare the site for the installation of the gate and kiosk will begin in October. This will include electrical work, redevelopment of the area, telecommunications services, etc. The access lane between the taxi pool and the pick-up area may be narrowed during the construction.

Phase 2 : Equipment installation The gate and kiosk will be installed. Access lane to the pick-up area may be diverted during the work.
Phase 3 : Permit applications and issuance of access cards You will be able to apply for a TAXIS YQB permit and obtain your access card. We will release detailed information on how to proceed in the coming months.

Phase 4 : Gate commissioning in test mode The gate will be put into service to test the new process. To lift the gate, you will have to use your access card, but no fees will be charged.

Phase 5 : Setting up the pricing system You will be required to use your access card each time you pass through the gate, and will be charged a pick-up fee of $3.75 plus taxes. Detailed information on how to apply for your TAXIS YQB permit and obtain your access card will be provided in the coming months.

Why are we making these changes?

Service continuity

YQB, as the non-profit organization responsible for managing the airport, has been investing for several years in infrastructure and services to make it easier for taxis to pick up customers at the airport. To ensure the continuity of the services offered to taxi drivers at the airport, and following the example of other Canadian airports, YQB is introducing a pick-up fee of $3.75, plus taxes, which will enable it to raise the funds needed to continue investing year after year in:

  • Maintenance of the taxi pool, trailer, and pick-up area facilities
  • Updates to the GABT software (automated taxi pool management)
  • Salaries of the employees who assist taxi drivers and accompany customers through the pick-up process

Service quality

Furthermore, to ensure the quality of service offered to customers, the organization is taking steps to control access to the pick-up area. Thanks to the permit, gate, and access card system, only qualified taxi drivers who comply with the laws and regulations in place will be able to access the infrastructure and offer their services to customers.

Fair and equal treatment

Ground transportation providers such as shuttles, limousines, and services like Uber already pay fees to offer their services at the airport. By charging customer pick-up fees to taxis, YQB is treating all ground transportation providers who benefit from the airport’s infrastructure fairly and equally.
