YQB TAXIS Permit

Starting in the spring of 2025, all taxi drivers wishing to pick up customers at the Québec City Jean Lesage International Airport (YQB) terminal will be required to hold a YQB TAXIS Permit and pay a pick-up fee.
Obtaining a YQB TAXIS Permit
STEP 1
Fill out the registration form
Driver information must be provided through the online form.
STEP 2
Pick up an access card
Once their permit has been approved, drivers will receive a confirmation email with instructions for picking up an access card.
STEP 3
Finalize the Process account
By finalizing their Process account, drivers will be able to manage their permit holder account, modify their contact information, and view their receipts and transactions. Instructions for finalizing the Process account will be sent by email.
STEP 4
Contact Fraxion
Drivers are required to install and use Fraxion, an automated taxi pool management (GABT) program, in order to access YQB facilities. Drivers must email Fraxion at [email protected] to obtain access to the software and the GABT.
STEP 5
Buy a 10-pass booklet (coming in spring 2025)
Once the customer pick-up fees have been introduced, drivers will have to purchase an initial booklet with 10 passes to go through the gate and enter the customer pick-up area.
How the taxi pool works
At the gate
The barrier is now operating in test mode. When they reach the gate, drivers must scan their access card at the kiosk and follow the on-screen instructions. If the driver has not yet received their access card, they can use the "assistance" button on the terminal to communicate with the taxi service agent. Once the gate is raised, they must go through and park their vehicle in one of the seven designated bays in the customer pick-up area.
Permits

Use of Fraxion
Drivers must have the Fraxion software, which is used for automated taxi pool management (GABT), installed and open on the electronic device at all times when on airport property. The GPS location function must also be activated. If a driver closes their GABT application or loses the signal, they will automatically lose their place in the virtual queue. Drivers must wait for a notification to transfer to the customer pick-up area before driving up to the gate. Once the transfer notification has been sent, drivers must respond within 60 seconds.
Pick-up fees
Starting in the spring of 2025, drivers will be charged a pick-up fee of $3.75 plus tax every time they access the customer pick-up area. Drivers will need to purchase a booklet containing 10 access passes at a cost of $37.50 plus tax when driving through the gate. The booklets can be purchased at the kiosk next to the gate using a debit or credit card. Drivers can buy a new booklet at the gate once all of their previous passes have been used up.
One pass, valued at $3.75 plus tax, will be debited from a driver’s booklet each time they scan their access card and go through the gate to the customer pick-up area.
General conditions for YQB TAXIS permit holders

By holding a YQB TAXIS Permit, drivers agree to abide by the terms, conditions, and penalties applicable to all drivers who hold YQB TAXIS Permits, operate on Québec City Jean Lesage International Airport property, and pick up customers from the terminal.
These terms and conditions aim to ensure that services are provided safely, efficiently, and in compliance with current regulations. Failure to comply with these conditions may result in penalties ranging from a warning to revocation of the YQB TAXIS Permit.

PHASE 5
Setting up the payment system
Taxi drivers will be required to use their access cards each time they pass through the gate, and will be charged a pick-up fee of $3.75 plus tax. Drivers will have to purchase a 10-pass booklet to access the customer pick-up area. Access cards can be purchased and recharged directly at the kiosk beside the gate once the booklet is empty.
Why are we making these changes?
Service continuity
YQB, as the non-profit organization responsible for managing the airport, has been investing for several years in infrastructure and services to make it easier for taxis to pick up customers at the airport. To ensure the continuity of the services offered to taxi drivers at the airport, and following the example of other Canadian airports, YQB is introducing a pick-up fee of $3.75, plus taxes, which will enable it to raise the funds needed to continue investing year after year in:
- Maintenance of the taxi pool, trailer, and pick-up area facilities
- Updates to the GABT software (automated taxi pool management)
- Salaries of the employees who assist taxi drivers and accompany customers through the pick-up process

Service quality
Furthermore, to ensure the quality of service offered to customers, the organization is taking steps to control access to the pick-up area. Thanks to the permit, gate, and access card system, only qualified taxi drivers who comply with the laws and regulations in place will be able to access the infrastructure and offer their services to customers.
Fair and equal treatment
Ground transportation providers such as shuttles, limousines, and services like Uber already pay fees to offer their services at the airport. By charging customer pick-up fees to taxis, YQB is treating all ground transportation providers who benefit from the airport’s infrastructure fairly and equally.
