
In accordance with its Vision and Mission Statement, Aéroport de Québec has adopted plans, programs, and policies to ensure its financial viability, implement and enforce new security measures, maintain and renew its infrastructure, and provide sustainable services.
For example, in 2004 Aéroport de Québec presented the Québec City Jean Lesage International Airport master plan for 2005–2025. The main objective of this plan is to outline the general direction for developing various airport components during this period. It includes modernization, improvement, and development projects, from the aeronautic zone to the grounds destined for commercial and industrial uses.
A direct result of this master plan is a major redevelopment program, which will be under way in the next few years. Overall, more than $200 million will be invested over a 20 year period to develop Québec City Jean Lesage International Airport facilities, including an airport modernization project evaluated at more than $65 million. Now, Québec City Jean Lesage International Airport offers leisure and business travelers from Québec City and Eastern Québec a full range of services to meet their needs. Québec City now has the infrastructure required to increase air traffic in the greater Québec City area.

The support of the local community and political leaders, along with the $15 million the governments of Canada and Québec each contributed, has had a significant impact on the socioeconomic development of Quebec City.
