Mandatory COVID-19 vaccination requirements for travellers

October 6, 2021 – The Government of Canada announced that, effective October 30, 2021, all air passengers 12 years of age and older will need to be fully vaccinated in order to board domestic, transborder or international flights departing from airports in Canada.

To be fully vaccinated, a passenger must have:

  • Received a second dose of COVID-19 vaccine (Pfizer (Cominaty), Moderna (SpikeVax), AstraZeneca or Covishield (Vaxzevria) or a combination of these vaccines) 14 days ago or more;
  • received a dose of Janssen COVID-19 vaccine fourteen (14) days or more ago; or
  • had COVID-19 (confirmed by nucleic acid amplification test) and, at least 21 days later, received a first dose of vaccine (Pfizer (Cominaty), Moderna (SpikeVax), AstraZeneca or Covishield (Vaxzevria) for at least 14 days.

For travellers who are in the process of being vaccinated, there will be a short transition period where they will be able to travel if they can show a valid COVID-19 molecular test within 72 hours of travel. By November 30, all travellers must be fully vaccinated, with very limited exceptions to address specific situations such as emergency travel, and those medically unable to be vaccinated.
